About the Santa Margarita Water District (SMWD)
Located within southern California’s beautiful Orange County, the Santa Margarita Water District (SMWD) provides safe, reliable drinking water, recycled water and wastewater services to over 200,000 residents in nine unique communities: Mission Viejo, Rancho Santa Margarita, San Juan Capistrano, and the communities of Coto de Caza, Las Flores, Ladera Ranch, Village of Sendero and Esencia, and Talega in San Clemente. The District is the second largest retail water agency in Orange County, by area, and third largest by customers served. The District is a member agency of the Municipal Water District of Orange County, and of the larger Metropolitan Water District of Southern California.
The vast majority of the District’s drinking water supply is imported from hundreds of miles away. To ensure the stability of the region’s supply, the Santa Margarita Water District is committed to reducing its dependence on imported water by investing in local, reliable, sustainable, and cost-effective water supplies for today and generations to come.
SMWD employs approximately 200 full-time employees and has an annual operating budget of $114M. The District’s total annual budget is $129M. SMWD is governed by a five-member Board of Directors. Each director is elected by the public to represent a specific division within the District.

About the Role
The General Manager of SMWD holds the highest full-time position in the organization. In partnership with the Board of Directors, the General Manager plans, organizes, coordinates and administers all District functions and activities. Essential responsibilities of the position include:
Serving as a leader on California water policy
Collaborating with the Board of Directors to continue to refine the long-term vision for the development of water resources to meet SMWD’s diverse needs
Working with the Board to develop and communicate a strategic vision for the District by implementing the recommendations of the November 2023 organizational assessment
Developing, inspiring, and leading a highly functioning and sophisticated executive team
Strategizing and owning the career development of all team members, with a keen eye toward talent pipelining and sourcing, including succession planning and team building throughout the organization
Owning the financial health of the District, including developing innovative ways to create additional revenue streams
Overseeing the preparation of the annual capital improvement and operating budgets for the District; authorizing directly or through staff all budget transfers, expenditures, and purchases; providing information regarding the financial condition and needs to the Board of Directors
Overseeing the administration, construction, use and maintenance of all District infrastructure, facilities and equipment
Ensuring the production of timely and accurate annual operating and capital improvement budgets and regular reports of expenditures and construction schedules
Establishing and maintaining effective, productive relationships with partner agencies including the Municipal Water District of Orange County and the Metropolitan Water District of Southern California
Serving as a spokesperson to the public for all SMWD initiatives, particularly around issues of water system and supply reliability, affordability, and sustainability
Leading communications efforts on behalf of the District - on social media, in the news, and at public events
Effectively lobbying for increased resources from federal, state and regional entities
Setting clear and reasonable expectations for staff and motivating them to achieve results
Advocating for the District’s interests at the regional, state, and national levels
Maintaining a positive and professional image of themselves and the District
As the leader of an agency with a large scope of responsibility, the General Manager’s duties are challenging, multifaceted, and rewarding. The ideal candidate will have extensive knowledge of leadership practices, water supply and delivery infrastructure, and possess the experience, skills and qualities described below.
Education and Experience
Bachelor’s degree in planning, engineering, business administration, public administration or a related field; Master’s degree preferred
7-10+ years of senior management level experience at a public agency, water district, NGO or consulting firm with infrastructure delivery responsibilities; an understanding of California water issues is very helpful
Proven ability to successfully lead a team of sophisticated, knowledgeable, professionals
Requires a valid California Operators license issued by the Department of Motor Vehicles (or is able to obtain a license prior to the start of employment)
The selected candidate must live in, or be willing to move to, SMWD’s service region, or nearby. The role is 100% in-person and on-site

The ideal candidate will enjoy working within a close-knit team environment and will not hesitate to share their professional opinion with the Board of Directors and staff. They will be fair and impartial.
Compensation
The salary range for this position is $287,399 - $396,183 and placement within this range is dependent upon qualifications and experience.
